UAE Small Business Relief Extended to 2029: Who Qualifies?

Revenue below AED 3 million does not automatically remove your Corporate Tax filing work. Small Business Relief is an election. The 2026 amendment extends the relief window to eligible tax periods ending on or before 31 December 2029, but the revenue test, exclusions and filing responsibilities still need to be checked properly.

Quick answer

Small Business Relief can still be elected by eligible UAE resident taxpayers with revenue of AED 3 million or less in the current tax period and all previous relevant tax periods. The relief period has been extended to tax periods ending on or before 31 December 2029.

The relief is not automatic. Eligible taxpayers still need to review the conditions, make the election for the relevant period, file the return in time and keep supporting records.

Reviewing Small Business Relief properly means checking revenue history, tax status, filing obligations and the effect of the election before the return is submitted.

On 7 August 2026, the UAE Ministry of Finance announced an extension to the Small Business Relief window through Ministerial Decision No. 131 of 2026. The amendment changes the end date for eligible tax periods, but it does not increase the AED 3 million revenue threshold or remove the other eligibility conditions.

For an owner or finance manager, the practical question is not only whether the business is small. It is whether the taxpayer qualifies for the relief for this particular tax period, and whether electing for the relief is the right decision once losses, exclusions and filing responsibilities are considered.

If you are already preparing Corporate Tax returns, keep this review alongside your wider filing process and supporting papers. It should not be treated as a verbal assumption based only on current-year turnover.

What changed in 2026?

Area Current position
Relief period Extended to eligible tax periods ending on or before 31 December 2029.
Revenue threshold Remains AED 3 million in the current and all previous relevant tax periods.
Election Still period-specific and made through the Corporate Tax return.
Main exclusions Qualifying Free Zone Persons and relevant multinational group constituents remain excluded.

In other words, the 2026 amendment extends the timeframe, but it does not convert the relief into a blanket exemption or change the rest of the framework.

Who can claim UAE Small Business Relief?

The key checks are straightforward, but they need to be documented properly. The taxpayer generally needs to be a Resident Person for UAE Corporate Tax purposes, have revenue of no more than AED 3 million in the current and every previous relevant tax period, and elect for the relief for the period concerned.

The relief is not available to a Qualifying Free Zone Person. It is also not available to a taxpayer that falls within the relevant multinational-group exclusion. This means a business should not assess eligibility by looking only at its local sales figure and ignoring its wider status.

Before the return is prepared, keep a short written note showing which taxpayer is being assessed, which tax period is under review and why the taxpayer is or is not eligible.

Why this year’s revenue is not enough

A business does not pass the test simply because the current tax period is below AED 3 million. The revenue review must also consider previous relevant tax periods. A prior breach of the threshold prevents a later claim under these rules, even if the current year falls back below AED 3 million.

Previous tax period revenue Current tax period revenue Revenue test result
AED 2.7 million AED 2.9 million Passes, subject to the other conditions.
AED 3.2 million AED 2.4 million Fails because of the previous-period breach.
AED 2.8 million AED 3.0 million Passes; the limit is inclusive.
AED 2.7 million AED 3.1 million Fails because current revenue exceeds the limit.

These are illustrative examples only. Passing the revenue test alone does not establish full eligibility.

The AED 3 million test concerns revenue, not profit after costs and not the bank balance. VAT charged to customers is excluded from that calculation. Start with the accounts, reconcile the amount used in the return and review period-end adjustments and other income items carefully.

You still need to register, file and keep records

A nil tax result does not remove the filing process. Taxpayers claiming Small Business Relief are still expected to comply with registration requirements where applicable, submit the return within the statutory timeframe and keep supporting records.

The election is made through the Corporate Tax return for the relevant period. It is not a permanent setting that automatically applies to every later year. The position should be reviewed again before each new return.

Keep the revenue schedule, eligibility assessment, election decision and filing acknowledgement together. For broader documentation support, see EMARK’s UAE Corporate Tax record-keeping guide.

Should a loss-making business elect for the relief?

Eligibility does not automatically mean the election is the best choice. A tax loss arising in a period for which Small Business Relief is elected cannot be carried forward. That can matter for start-ups or businesses that are still in an early growth phase.

The review should compare the simplified compliance benefit against the possible effect on future tax-loss utilisation and any other relevant tax positions. It is better to record that comparison before the return is filed than to elect for the relief simply because the form allows it.

This is also a good stage to check whether a restructuring could create an anti-abuse concern. The rules do not allow a business to manufacture eligibility by artificially splitting one business into separate parts purely to obtain the relief.

A practical review before making the election

The table below is a practical review pack, not a prescribed FTA form. It helps keep the decision understandable for the next reviewer.

Working paper What to resolve
Taxpayer and period details Which entity or person is filing, and which tax-period dates are being assessed?
Revenue history Can each relevant period’s figure be traced back to the accounts?
Status and exclusions Has the reviewer checked residency, Free Zone status and relevant group membership?
Election comparison Are losses, financing matters or other relief positions relevant to the decision?
Filing evidence Who approved the treatment, who submits the return and where is the acknowledgement retained?

Give each unresolved item an owner and a completion date. A clear note such as “reconcile the difference between the trial balance and draft return” is far more useful than a vague instruction to “check revenue”.

Common questions

UAE Small Business Relief FAQs

Is UAE Small Business Relief automatic when revenue is below AED 3 million?

No. The relief is an election. An eligible taxpayer needs to elect for the relevant tax period.

Does the relief remove the need to file a Corporate Tax return?

No. Eligible taxpayers claiming the relief still need to submit the return within the statutory timeframe and keep the relevant supporting records.

Can a Qualifying Free Zone Person claim Small Business Relief?

No. A Qualifying Free Zone Person cannot elect for Small Business Relief. A separate Free Zone entity that is not a QFZP may need its position assessed under the ordinary rules.

If a business makes a loss, should it always elect for the relief?

Not always. A tax loss arising in a relief period cannot be carried forward, so the effect of the election should be reviewed before the return is submitted.
